This law will accelerate US clean energy development, create millions of jobs, reduce carbon emissions during a critical time for addressing global climate change, and stimulate new clean energy domestic manufacturing.<\/p>\n<p>Solar energy has already made great strides in the U.S., growing from\u00a0<a href=\"https:\/\/www.energy.gov\/eere\/solar\/solar-energy-united-states#:~:text=Solar%20power%20is%20more%20affordable,18%20million%20average%20American%20homes.\" target=\"_blank\" rel=\"nofollow noopener\">less than one gigawatt of total generating capacity in 2008 to over 97 gigawatts now.<\/a>\u00a0That progress, however, has been hampered by ever-increasing tariffs on Chinese-made modules and COVID related\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-04-13\/solar-power-is-the-latest-industry-hit-by-china-s-pandemic-curbs\" target=\"_blank\" rel=\"nofollow noopener\">supply chain slowdowns<\/a>. Additionally, the lack of sustained incentives from federal government has created an on-again, off-again uncertainty that made it difficult for US solar and wind industries to plan for the future.<\/p>\n<p>The IRA will address many of these issues and cement a long-term future for US solar and wind. It\u00a0<a href=\"https:\/\/www.globenewswire.com\/news-release\/2022\/08\/05\/2493369\/0\/en\/New-Study-Finds-Inflation-Reduction-Act-Will-Create-9-Million-Jobs-Over-10-Years.html\" target=\"_blank\" rel=\"nofollow noopener\">will create 9 million US jobs in renewable energy in 10 years<\/a>, give businesses more solar projects from which they can buy electricity, boost domestic manufacturing, and extend federal support for 10-years \u2014 which gives the industry stability and longevity. Manufacturers and developers can make major investments with confidence given this renewed certainty on cost recovery.<\/p>\n<p>This bill is a much-needed long-term commitment by the federal government to the future of the U.S. renewable energy industry, and it is long overdue.<\/p>\n<h2><strong>So, what does the IRA climate bill mean for clean energy buyers?<\/strong><\/h2>\n<p>While all of this is promising, resist the urge to \u201cwait and see.\u201d Climate change is real now, and in a climate crisis, we don\u2019t have time to wait. Maintain your commitment to procuring now and you\u2019ll receive the benefits both now and later.<\/p>\n<p>This bill does not reduce near-term costs for solar projects, which have risen over the last two plus years because of tariffs, supply shortages, high energy prices, and inflation. It does introduce opportunities for developers to restart projects that had been put on hold because of rising costs. More projects mean more choices for customers.<\/p>\n<p>It also introduces long-term benefits from local manufacturing, local labor, and community enhancement. It gives incentives to use U.S. steel and to engage with communities in need of economic stimulus. These latter improvements will take time to implement. Hopefully these changes will coincide with lower costs as inflation subsides. Local manufacturing means less long-distance shipping, which will further reduce the costs for the already low-cost clean energy resource \u2014helping you address climate change now and into the future.<\/p>\n<h3><strong>U.S.-made components<\/strong><\/h3>\n<p>For the next 10 years, the IRA will create\u00a0<a href=\"https:\/\/www.wiley.law\/alert-The-Inflation-Reduction-Act-Provides-Potential-Game-Changing-Benefits-for-US-Solar-Industry\" target=\"_blank\" rel=\"nofollow noopener\">manufacturing production tax credits for a wide range of solar components<\/a>, including thin film photovoltaic cells and crystalline photovoltaic cells, photovoltaic wafers, solar grade polysilicon, polymeric backsheet, and solar modules.<\/p>\n<p>According to an\u00a0<a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/jct_distributional_effects_inflation_reduction_act.pdf\" target=\"_blank\" rel=\"nofollow noopener\">analysis by the Joint Committee on Taxation<\/a>, the law will direct more than $30 billion over the next decade to U.S. makers of all types of components used in the renewable energy industry.<\/p>\n<p>Before the law\u2019s passage, many of these advances were just in the planning stages. For example, before the announcement of the agreement that led to the Inflation Reduction Act, REC Silicon was discussing reopening production at its\u00a0<a href=\"https:\/\/columbiabasinherald.com\/news\/2022\/may\/27\/rec-silicon-reopen-moses-lake-plant\/\" target=\"_blank\" rel=\"nofollow noopener\">Moses Lake polysilicon plant<\/a>\u00a0in Washington state.<\/p>\n<p>Another U.S. manufacturer,\u00a0<a href=\"https:\/\/www.pv-tech.org\/hanwha-solutions-to-up-us-solar-investment-if-inflation-reduction-act-passes-reports\/\" target=\"_blank\" rel=\"nofollow noopener\">Hanwha Qcells, said it was contemplating expanding its domestic production after the law\u2019s passage<\/a>.<\/p>\n<p>First Solar, another major U.S. manufacturer,\u00a0<a href=\"https:\/\/www.reuters.com\/business\/energy\/first-solar-will-consider-us-factory-expansion-if-democrat-spending-bill-passes-2022-07-28\/\" target=\"_blank\" rel=\"nofollow noopener\">said the new law led it to reconsider its domestic manufacturing plans<\/a>.<\/p>\n<p>These steps mean a more reliable supply chain and a more robust U.S. industry, which will make it easier to develop more solar power and expand its availability around the country.<\/p>\n<h3><strong>More projects<\/strong><\/h3>\n<p>Customer demand is higher than ever as more employers seek clean solar-generated electricity to tackle the climate crisis. Unfortunately, some clean energy projects have been delayed or cancelled because of increasing EPC costs, transmission interconnection delays, and more costly financing.<\/p>\n<p>The IRA addresses all three of these issues. It expands and extends the investment tax credit (ITC) and production tax credits (PTC) for solar projects. This longevity provides stability in project financing and enables developers to increase investment in portfolios and restart projects that were put on hold. Procurement and EPC costs may decline in the long run as manufacturing returns to the U.S. and customers benefit from U.S.-made solar products.<\/p>\n<p>The apprenticeship provision invests in workforce development and can reduce EPC costs in the long run. Additionally, the IRA includes\u00a0<a href=\"https:\/\/www.kirkland.com\/publications\/kirkland-alert\/2022\/08\/the-inflation-reduction-act-is-signed-into-law-by-president-biden#:~:text=The%20IRA%20includes%20about%20%242.9,Corridor%20(%E2%80%9CNIETC%E2%80%9D).\" target=\"_blank\" rel=\"nofollow noopener\">$2.9 billion in funding<\/a>\u00a0for the transmission system. This is good initial progress, and more is to come on transmission reform through FERC\u2019s queue reform efforts and a possible second bill in the fall to address improvements in transmission permitting processes. Even more focus is still needed on local permitting barriers for solar projects, but that\u2019s outside of the federal IRA law.<\/p>\n<p>According to a\u00a0<a href=\"https:\/\/repeatproject.org\/docs\/REPEAT_IRA_Prelminary_Report_2022-08-04.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Princeton University ZERO Lab analysis<\/a>, solar will go from adding 10 GW in generating capacity to the U.S. grid in 2020 to 49 GW of capacity per year in 2025-26. That\u2019s five times the current rate of new solar capacity additions.<\/p>\n<p>Such growth means more competition in solar generation for consumers and an increased supply of renewable energy. The clean energy industry\u2019s growth will benefit all Americans.<\/p>\n<h3><strong>More jobs<\/strong><\/h3>\n<p>Building a robust renewable energy economy means more high-quality jobs and lasting careers. The IRA rewards\u00a0<a href=\"https:\/\/i4aw.org\/resources\/union-wage-provisions-in-the-inflation-reduction-act-of-2022\/\" target=\"_blank\" rel=\"nofollow noopener\">developers for paying prevailing wages<\/a>\u00a0for the laborers who build their projects and for\u00a0<a href=\"https:\/\/www.insideenergyandenvironment.com\/2022\/08\/house-passes-inflation-reduction-act-marks-a-new-era-for-climate-policy\/\" target=\"_blank\" rel=\"nofollow noopener\">developing them in brownfield communities that have suffered environmentally and economically<\/a>.<\/p>\n<p>Those jobs will come in manufacturing, engineering, plant development, law, communications, human resources, and all areas that make for successful businesses.<\/p>\n<p>As we\u2019ve seen with so many industries in this country, the more people employed by a certain industry, the more influential it becomes. Solar energy is at the beginning of this curve, and the Inflation Reduction Act will ensure its impact over the long-term.<\/p>\n<p>It took us years to get to this point, and change won\u2019t happen overnight. We\u00a0<a href=\"https:\/\/solarquarter.com\/2022\/07\/01\/solar-projects-seeing-cost-pressure-due-to-elevated-cell-module-prices-and-introduction-of-bcd-report\/\" target=\"_blank\" rel=\"nofollow noopener\">continue to face rising cost pressures that have arisen\u00a0<\/a>during the COVID-19 pandemic and the war in Ukraine \u2013\u00a0<a href=\"https:\/\/www.livemint.com\/industry\/energy\/elevated-pv-module-cell-prices-pose-cost-pressures-for-solar-power-developers-icra-11656605113482.html\" target=\"_blank\" rel=\"nofollow noopener\">inflation, supply chain disruptions, tariff risks, and high energy prices<\/a>.<\/p>\n<p>But the Inflation Reduction Act is finally a giant step forward, and one we\u2019ve needed to take for years. I\u2019m looking forward to a future enabled by this long-needed new law.
